Propane budget billing in Colorado
What propane budget billing does and does not do, how true-ups work, and what to ask before enrolling.
Budget billing spreads an estimated yearly fuel cost into regular payments. It smooths cash flow; it does not reduce the price per gallon, and your plan can be adjusted if actual use or prices differ from the estimate.
How it generally works
The supplier estimates your gallons and price for a period, divides it into installments, and later reconciles against what was actually delivered. Terms vary by company, so the plan document matters more than any general description here.
Where surprises hide
A mild year can leave a credit. A cold year or a price increase can leave a balance or a higher payment mid-plan. Ask when the plan is reviewed and how you are told.
- Is the monthly amount fixed or re-estimated?
- Is the per-gallon price locked, capped, or market-based?
- What happens to a credit or balance at the end of the plan year?
- Does leaving the plan early trigger a charge?
Budget billing versus a pre-buy
They are different tools. Budget billing is about timing payments. A pre-buy or fixed-price plan is about price terms. Some suppliers combine them; confirm which you are actually getting.

Hypothetical: smoothing a seasonal bill
A hypothetical household expects $1,200 of propane over twelve months.
| Estimated yearly cost | $1,200 |
|---|---|
| Twelve level payments | $100 each |
| If actual cost ends at $1,320 | $120 true-up, paid as billed or spread |
| If actual cost ends at $1,080 | $120 credit or refund per plan terms |
All dollar figures in this worked example are hypothetical round numbers chosen to show the arithmetic. They are not EIA data, not a quote, and not a prediction.

Frequently asked questions
- Does budget billing save money?
- Not by itself. It changes when you pay, not the price per gallon.
- Can the payment change mid-year?
- Often yes, depending on plan terms. Ask.
- Is LEAP the same as budget billing?
- No. LEAP is a state assistance program. Budget billing is a supplier payment option.
